Officers know that the SUV was northbound on County Road 18, then turned right onto Lake Avenue, before heading north on Main.
Standley said state and federal agencies have been assisting.
Listen to Chief Standley explain the importance of the video.
Mrs. Plank and her husband, Chris, were walking from Route 68 Grill to the Comfort Inn.
Mr. Plank, also a Marine, was walking 40-50 feet behind his wife.
Standley said Mr. Plank has been fully cooperative through the investigation.
Authorities believe that Mrs. Plank was struck on the front passenger's side by a vehicle in the outside lane. The vehicle just missed Mr. Plank. The couple was walking on the road because the sidewalk was snow-covered and icy.
Funeral services will be held at the West Liberty United Church of Christ on Saturday at noon. Visitation will be held at the church Saturday morning from 10:30 until noon. Burial will be in Fairview Cemetery, West Liberty with full military honors provided by the United States Marine Corps.
Memorial contributions may be made to the Wounded Warrior Project.
